I’m heading off to Italy ‘en famile’ for a few weeks in the summer, where
we’ll be visiting various cities, and doing some touring in a rented car. So
I’m looking for a GPS that can  double up for driving as well as hand-held
when exploring on foot.

So I’ve been looking at the Nuvi 250, which around here (Canada) comes with
both US and Canadian maps, and has an SD slot for loading additional map
files…

1) Can I load up the City Navigator for Europe map set on an SD card and use it with this unit?

Yes you can.

2) Is the City Navigator for Europe map set going to be sufficient for travel outside the cities? (i.e. Rome to Siena, to Florence, to Venice, etc..

I would suggest previewing the maps to decide that for yourself. Go to http://europecnntpreview.notlong.com to preview.
